Considered one of the most ambitious legislative codification projects in Greece, the new Spatial Planning and Urban Development Code has been approved by the Plenary Session of the Greek Parliament. The comprehensive legislation, comprising 477 articles and consolidating provisions from 181 different legal acts introduced over the past century, aims to eliminate the fragmentation of urban planning regulations and create a unified, practical framework for citizens, engineers, investors, legal professionals, and public authorities.

The Ministry of Environment and Energy has introduced a legislative regulation, as part of its commitment to legal certainty, environmental protection, and the strengthening of development activity. The regulation aims to align the urban planning incentives of the New Building Code (Law 4067/2012) with the recent rulings of the Plenary Session of the Council of State (CoS Decisions 146–149/2025).
The long-awaited ruling of the Council of State has been issued following the appeal submitted by the Municipality of Kifisia concerning the building incentives provided by the New Building Code (NOK), including attic spaces with pitched roofs, stairwell extensions, thermal insulation walls, and underground parking areas located outside the building footprint. The new ruling largely brings an end to the ongoing legal disputes over NOK incentives and paves the way for the Ministry of Environment and Energy, as previously announced, to move forward with the immediate adoption of the revised Urban Planning Code and the preparation of a new, simplified Modern Building Code (SOK), comprising just twenty articles and ten pages.
